I have revised the flowchart. It had an extra node which not only being unnecessary, caused the chart to not strictly apply to 2-way stops. It also was counter-intuitive to many folks on their first reading of it. The new chart applies to all types of intersections; as well as, the risk averse and speed readers alike.

The important thing to realize is that if there’s another vehicle present, which is to say a vehicle is approaching, stopped at, or entering the intersection cyclists should stop. Sounds easy. It is easy. Don’t let anyone make it more complicated than it is.
